One Piece’s Marine Haki Users: Who Really Stands Out?
As the Final War approaches in One Piece, the Marines are mobilizing their forces for what could be the biggest conflict in the series. But here’s the thing—while pirate crews have been absolutely stacked with incredible Haki masters, the Marine’s Haki game has consistently fallen short. Most of their strength comes from Devil Fruits, leaving their Haki arsenal looking thin compared to the competition.
That said, the Marines DO have some legitimate Haki powerhouses worth talking about. Let’s break down who the real threats are when the war finally kicks off.
Smoker: The Underrated Haki Practitioner

Smoker gets memed constantly for losing fights, but that’s honestly unfair. The guy’s been MIA from the story for a while, which only makes fans forget how genuinely strong he actually is. Beyond his Logia Devil Fruit ability—which is already formidable—Smoker has demonstrated solid Armament Haki proficiency in post-time-skip battles. He’s also shown he can use Observation Haki, picking up on details like Tashigi’s power level just by sensing her presence.
He might not seem flashy, but in the Final War? Smoker’s going to matter.

Ryokugyu: Power Without the Haki Showcase

The fact that he’s there means he’s skilled, even if One Piece hasn’t bothered showing us proof yet.
Koby: Garp’s Star Pupil

Here’s where things get interesting. Koby trained under Garp—literally the greatest Marine in history—and that apprenticeship shows. His Armament Haki is exceptional, delivering devastating attacks that would make lesser fighters think twice. Technically, he’s no longer Navy since joining SWORD, but he’s still operating within that circle.
The real advantage Koby has? He learned from the absolute best. His dedication and work ethic under Garp’s brutal training have transformed him into a potent Haki user who actually understands the fundamentals better than most of his peers.
Kizaru: The Underrated Haki Master

Everyone talks about Kizaru’s light-based Devil Fruit and rightfully so—it’s broken. But sleep on his Haki game at your own risk. During the Marineford War, Kizaru demonstrated Advanced Armament Haki alongside the other Admirals, creating a barrier strong enough to tank Whitebeard’s devastating shockwaves. That’s not a small feat.
Things got even more interesting in the Egghead arc, when Kizaru used his Observation Haki to sense St. Saturn’s arrival. Some fans think he was tapping into advanced observation techniques at that moment, suggesting his Haki mastery runs deeper than his Devil Fruit flashiness.
Why The Marines’ Haki Problem Matters
The uncomfortable truth? The pirate side has way more elite Haki users than the Marines do. The Navy leans heavily on Devil Fruits and organization, while pirates like Luffy, Zoro, and Law have become obsessed with perfecting their Haki to compete at the highest levels. When the Final War hits, this imbalance could be a real problem for the World Government’s military forces.
That said, the Marines have pockets of excellence. Guys like Koby and Kizaru remind us that if the Navy had invested more in Haki training across the board, they’d be way more competitive heading into this conflict.
The real question? Will it be enough?
